Works in Windows XP. Kindly read instructions in text file located in the *.zip file for successful installation. One of the last versions of Nero to be able to create Video CDs - later versions can only create DVD/BluRay Video Discs. (The VCDs created can be played in Windows 3.x using software VCD players such as CompCore SoftPEG MPEG player, which can be found elsewhere)
