A quick check of SETUP.EXE with a hex viewer returned an expected version number of 3.1.040 for SETUP.INF.
The SETUP.INF file on Disk1 contains the following entry:
[data]
Version = "3.11.040"
so there is a version mismatch.
It appears that the SETUP.EXE and SETUP.INF files are incorrect for this disk image and cannot be trusted.
