This is a patch released by Microsoft to update the Windows 3.1 core files to version 3.11. Note that this does not add any "workgroups" stuff that is commonly associated with version 3.11. (There was, in fact a standalone Windows 3.11 release in addition to Windows 3.11 for Workgroups)
