It should install if you DON'T have the display driver on VGA. It will fail on boot if you do have it VGA. The best option is to use "QuadVGA, ATI VIP VGA" or something. It worked on Virtual PC on my computer. You have to have MS-DOS 6.22 installed on you computer to install Windows 3.0.
