This is not a Windows 3.1 program. I was not able to install it on my Win3.11fwg virtual box image.
I was able to install it on my WinXP image by running setup in Win95 compatibility mode.
When I ran the program and looked in help:about it says it's a Win95/WinNT program.
This program is not a Win 3.1 program and it's mislabeled as such

WORKS WELL EVEN IN XP, SET COMPATABILITY MODE TO WINDOWS 95. THERE ARE SOME OTHER METHODS TO INSTALL, LOOK ON THE WEB.
