Instant Artist 1.0 is an old favorite of mine. I even still use it! Instant Artist is the forerunner of Sierra Print Artist. IA 1.0 is a 16-bit Windows 3.0 application, and runs nicely even on any later 32-bit Windows OS.
This was flagged as a possible fake, but I downloaded and verified that these files are indeed identical to what I already had.
