Description:WinGIF It's called WinGIF, but it can view BMP, RLE, and PCX as well, and save an image in any of these formats. It can dither down to lower color depths very well and is therefore an excellent tool to create desktop wallpapers for Windows 3.1. In the screenshot, it is displaying a raytraced graphic it had just dithered down to the 16-color Windows palette.
