Someone reported some files as fake. Not really. File that ends with txt.gz is a text copy of an article from the web that is very informative on Kylix 3 OE. It's gzip compressed. On Windows you can use any modern unarchiver to extract it (7zip is my recommendation. The Archive which contains the software seems to be ok. But it won't exactly work out of the box with most of the modern distros because it requires Gtk+ 1.x which is not available on most modern distros. The exception I know is Slackware (14.2 at time of this comment). But keep in mind this is pretty old (2002) and you might have better luck by trying a period correct distro.
