You cannot install using the installer (INSTALL.EXE), but you can still run Smartcom III, if you proceed as follows:
1. Copy all the files from the 4 directories into a single directory (eg: C:\SCOM3)
2. Access the newly created directory and run SCOM3.EXE
3. You have successfully started Smartcom III.

This zip file archive is missing something, perhaps volume labels. It will not install. These need to be re-dumped as disk images.
