Believe it or not, yes it actually does run some Apple II software. It seems to emulate a 48k Apple II Plus, so much of the earlier Apple II software will indeed run.
This is a freely distributable program that made its way around in the early 90s.
It pales in comparison to newer emulators, but considering it was designed to run on an 8088/8086 with 640k of RAM under DOS and only CGA graphics, it works fairly well.
