Perhaps if you have trouble you should try a windows 3.1 iso (yes they actually make those I have one) all you need is the iso and a windows start up disk to use to boot to the setup.

Okay, here is what I found after comparing this download to the copies of my original Windows 3.1 disks which I found on one of my really old hard disks. First, there are no viruses or malware in this download. All of the files, except for the file called "EXE" (see below), have a date and timestamp of 07/17/2008 and 06:43PM.
Disk 1: Contains an additional file called "EXE". This file actually is a text file, merely contains a disk content listing for one disk, and this file should be deleted. "SETUP.TXT" is larger since it contains two Microsoft rewritten paragraphs. Thus the "SETUP.TXT" file has a different checksum due to the two rewritten paragraphs.
Disk 4: Contains two additional files called "MOUSE.CO_" and "MOUSE.SY_".
Disk 7: My copy of Windows 3.1 didn't come with a 7th disk. The 7th disk simply is an additional printer drivers disk.
Finally, you may run into issues with either himem.sys or emm386.exe since these memory management utilities were designed for much older motherboards which didn't map any data into certain regions of upper memory. Do you remember how to add the EXCLUDE parameter to the command line for EMM386, and to add a similar line to the Windows 3.1 system.ini file? It might be simpler for someone to post a fully installed and working virtual machine of Windows 3.1 which runs under Microsoft's virtual machine.

The .img format is the format that used to be commonly used to create exact "images" of the contents of floppy disks. You will need a utility to transfer these "images" back into their original files on blank floppy disks. Search for the freeware utility rawwritewin-0.7.zip which does this.
Also, I dug around and just found my 7 year old hard disk. I will compare the contents and checksums of my copies of my Win3.1 installation disks on my old hard drive to the files in this archive and then rate this archive as either valid, invalid, or contains malware.
Disregard my previous message about MSD.EXE possibly being a trojan. That was a false positive detection by the new Panda Cloud AV program. Panda Cloud AV only produces this false positive if this MSD.EXE file is placed in your WINDOWS directory, but doesn't produce a false positive if the file is placed in any other directory. Malwarebytes' Anti-malware reports no problems.
